You are correct. This is not an “open” event. In the event description it states: Angler Limit:
This event will be limited to the first 24 invited anglers.
Interregionals are limited to the top ranked anglers advancing from the regional round of events. Think of interregionals like the playoffs. See FFTUSA website for more information on how it works.
